Its called Tilt ... Its called Tilt shift, You can either buy the extremely expensive lens or find a post process program that can add this effect. This can be achieved with Adobe and numerous other programs. The? main thing is notice that the Top and bottom of the image is blurred. That is the biggest part of tilt shift, the lens is out of focus per say at the top and bottom except for the middle which is "warped" instead of the image passing straight through the lens it has to travel at an angle.
